MP e-District Portal (mpedistrict.gov.in): Services, Registration, Certificate Apply Online & Status Check (2026)

Getting an income certificate in Madhya Pradesh used to mean taking half a day off work, travelling to the Tehsil office, standing in a queue, handing over documents to a clerk who may or may not be at their desk, and coming back three or four times before the certificate was finally issued. For millions of MP residents needing documents for scholarships, jobs, bank loans, and government schemes, this was simply the cost of living with bureaucracy.

The MP e-District portal at mpedistrict.gov.in changed that calculation significantly. It is the Government of Madhya Pradesh’s official Lok Seva Guarantee Portal — a digital platform that allows citizens of Madhya Pradesh to apply for income certificates, caste certificates, domicile certificates, and dozens of other government services from home, track their application status in real time, and download digitally signed certificates without visiting any government office. Better still, under the Madhya Pradesh Lok Seva Guarantee Act, 2010, the delivery of these certificates is a legal right — not a favour. If your certificate is not issued within the prescribed working days, the responsible officer faces a financial penalty.

This guide covers everything a Madhya Pradesh citizen needs to know about the MP e-District portal in 2026: what it is, which services are available, how to register, how to apply for each major certificate, what documents are required, how Samagra ID connects to the process, how to check application status, how to download and verify certificates, and what to do when things go wrong.

MP e-District Portal

What Is the MP e-District Portal?

The MP e-District portal (mpedistrict.gov.in) is the official Government of Madhya Pradesh platform for delivering citizen services online under the Madhya Pradesh Lok Seva Guarantee Act, 2010. Its full name is the Lok Seva Guarantee Portal — “Committed for better delivery of public services” — and it is developed and maintained by the National Informatics Centre (NIC), Madhya Pradesh State Unit, Ministry of Electronics and Information Technology, Government of India, in partnership with the State Agency for Public Services, Government of Madhya Pradesh.

The portal covers over 500 government services across multiple departments including Revenue, Social Justice, Labour, Agriculture, Urban Administration, Energy, and more. Among all these, the three most commonly accessed services are the income certificate (आय प्रमाण पत्र), caste certificate (जाति प्रमाण पत्र), and domicile/residence certificate (निवास प्रमाण पत्र).

The portal’s most significant feature is not the technology — it is the legal backing. Every service listed on the MP e-District portal falls under the Lok Seva Guarantee Act, 2010, which mandates specific time limits within which the service must be delivered. If the timeline is not met, the relevant official faces a penalty. This makes the MP e-District system one of the most citizen-rights-protective e-governance platforms in India.

Samagra ID — The Foundation of MP e-District

Before understanding the MP e-District portal fully, citizens must understand the Samagra ID system. Samagra is Madhya Pradesh’s unique family and member registration database, managed at samagra.gov.in. Every Madhya Pradesh resident has a Samagra ID — a 9-digit Family ID and an 8-digit Individual Member ID.

The MP e-District portal uses the Samagra ID to verify residential details, family composition, and demographic information. When you enter your Samagra ID during an application, your name, address, and family details auto-fill in the form — reducing errors and speeding up the process. For the income certificate specifically, your Samagra e-KYC (Aadhaar linked and verified in the Samagra system) must be updated before you can complete the application.

If you do not have a Samagra ID or your Samagra e-KYC is not updated, complete that step first at samagra.gov.in before applying on the MP e-District portal.

  • Copy of order in revenue case

Pension-related applications and status tracking are available through the portal’s Social Justice section. Citizens can check social justice pension application status directly from the homepage by entering the registration number.

Other Department Services

The portal covers services from multiple departments including:

  • Labour Department — Employment registration and renewal (Samaadhan Ek Din services)
  • Energy Department — Temporary electricity connection, agricultural and industrial low-pressure connections
  • Urban Administration — Addition of name to urban list certificate, urban development related certificates
  • Agriculture Department — Various agricultural certificates and registrations

Lok Seva Guarantee Act, 2010 — Your Legal Right to Timely Service

The Madhya Pradesh Lok Seva Guarantee Act, 2010 is the legal foundation of the entire MP e-District system. This Act makes the delivery of notified government services within prescribed time limits a legal right of every Madhya Pradesh citizen.

Key provisions that directly affect citizens using the MP e-District portal:

Every service notified under the Act has a specific number of working days within which it must be delivered. For income, caste, and domicile certificates, this is typically 7 to 15 working days from the date of complete application submission.

If the service is not delivered within the prescribed timeline, the designated officer responsible for the delay faces a financial penalty under the Act.

If you have waited beyond the prescribed period and your certificate has not been issued, you have a legal right to escalate. Call the toll-free helpline at 181, provide your Application Reference Number, and register a complaint. The system is designed to create accountability at the officer level, not just convenience at the citizen level.

The “Samaadhan Ek Din” (Solution in One Day) services listed on the portal cover a subset of services that must be delivered within a single working day.

Key Certificates — Purpose, Eligibility, and Documents

  • Reservation-based benefits where income limits apply

  • Scholarship eligibility under reserved category schemes
  • Central and state government welfare scheme benefits
  • Reservation in government services and promotions

Validity: Permanent — lifetime valid. Once issued, a caste certificate from the MP e-District portal does not expire and does not need to be renewed.

Documents Required:

  • Aadhaar Card
  • Samagra ID
  • Ration Card

Domicile / Residence Certificate (निवास प्रमाण पत्र)

The Domicile Certificate proves that the applicant is a permanent resident of Madhya Pradesh. It is required for:

New users must register before accessing citizen services on mpedistrict.gov.in. Registration is free and takes approximately 5 to 10 minutes.

Step 1 — Visit the Official Portal

Open mpedistrict.gov.in in a browser. Adobe Reader should be installed on your device (required for certificate PDF viewing). For the best compatibility, use Google Chrome or Mozilla Firefox on a desktop or laptop.

Step 2 — Click Citizen Registration

On the homepage, look for the “Citizen Login / Registration” option or “Online Services” section. Click on “New User Registration” or the equivalent registration link.

Step 3 — Fill Registration Form

Enter the following details:

  • Full name (exactly as on Aadhaar Card)
  • Mobile number (must be active and ideally Aadhaar-linked for OTP)
  • Email ID (optional but recommended for notifications)
  • Complete residential address including district, tehsil, and village/ward
  • Date of birth
  • Gender

Step 4 — Enter Captcha and Submit

Enter the captcha code shown on the registration page and click Submit.

Step 5 — OTP Verification

An OTP will be sent to your registered mobile number. Enter it to verify your mobile number and complete registration.

Step 6 — Set Password

Create a secure password for your account. This combination of your User ID and password will be your permanent login credential.

Step 7 — Registration Complete

Your citizen account is created. You can now log in and access all citizen services on the portal.

How to Apply for Certificates on MP e-District Portal

The application process is consistent across all Revenue certificates. The steps are the same — only the specific form fields and document requirements differ by certificate type.

Step 1 — Log In

Go to mpedistrict.gov.in and log in using your registered User ID and password.

Step 2 — Go to Online Services

From the dashboard or main menu, click on “Online Services.” The full list of available services will appear categorised by department.

Step 3 — Select Your Certificate

Under the Revenue Department, select the certificate you need — Income Certificate, Caste Certificate, Domicile Certificate, or any other applicable service.

Step 4 — Enter Samagra ID

Enter your Samagra ID (9-digit family ID or 8-digit individual member ID). Your name, address, and family details will auto-fill from the Samagra database, reducing manual data entry and errors. If the Samagra ID details do not populate, your Samagra e-KYC may not be updated — complete this at samagra.gov.in before proceeding.

Step 5 — Fill the Application Form

Complete the remaining fields in the application form:

  • Purpose of certificate
  • Income details (for income certificate — from all sources)
  • Community/caste details (for caste certificate)
  • Duration of residence in MP (for domicile certificate)
  • Any other service-specific information requested

Fill all fields carefully and accurately. Errors are the most common cause of rejection.

Step 6 — Upload Required Documents

Scan or photograph the required documents and upload them. Each file must be in PDF or JPG format, and the file size should be under 500 KB per document. Blurry or illegible scans are a primary rejection reason — ensure documents are clear and readable before uploading.

Self-declaration forms can be downloaded from the portal’s “Downloads” section, printed, filled, signed, and then scanned for upload.

Step 7 — Pay Fee (If Applicable)

Most Revenue certificates on the Citizen Portal are free of charge when self-applied. A nominal service fee of ₹20 to ₹50 may apply at Lok Seva Kendras where an operator assists you. Payment for fee-bearing services can be made via UPI, debit/credit card, or net banking.

Step 8 — Submit and Save Application Number

Review all entered details before submitting. Once you click Submit, an Application Reference Number (Registration Number) is generated. Save this number immediately — it is essential for tracking your application status.

Step 9 — Verification and Approval

The application workflow:

  • Submitted by citizen → received by Patwari (rural revenue officer) for field verification
  • Patwari conducts field visit, verifies details, and submits enquiry report
  • Application moves to Tehsildar for review and final approval
  • Tehsildar approves → certificate digitally signed and issued
  • Certificate available for download in the citizen’s account

RCMS Application Status (Land/Revenue Cases)

For land-related revenue cases through RCMS, click on “RCMS Application Status” from the MP e-District homepage. This redirects to rcms.mp.gov.in where you enter your Application Number, LSK ID, or Registry Number to check status.

Social Justice (Pension) Application Status

Click on “Social Justice (Pension) Application Status” from the homepage. Enter your Registration Number and captcha to view the pension application status.

Understanding Application Status Messages

Status What It Means What to Do
Submitted / Pending Application received, awaiting Patwari action Wait — Patwari will be assigned
Pending at Patwari Forwarded to Patwari; field verification not yet done Wait up to 7 working days; if longer, visit Tehsil office
Pending at Tehsildar Patwari report submitted; awaiting final Tehsildar approval Usually resolved in 1–3 working days
Approved Certificate issued — ready to download Log in and download your certificate
Rejected Application rejected Read rejection reason carefully; correct and reapply
Additional Document Required More documents needed Upload the requested document through your account

If your application remains “Pending at Patwari” for more than 7 working days, visit your Tehsil office with the Application Reference Number. Under the Lok Seva Guarantee Act, the Patwari is required to complete field verification within the prescribed period — delay is legally actionable.

How to Download Your Certificate

Once your application status shows “Approved,” follow these steps:

Step 1 — Log in to mpedistrict.gov.in using your registered credentials.

Step 2 — Go to “My Applications” or click “Download Certificate” from your dashboard.

Step 3 — Find the approved application and click Download.

Step 4 — The certificate downloads as a digitally signed PDF. It carries the Tehsildar’s digital signature, a unique certificate number, and a QR code for verification.

Step 5 — The digitally signed certificate is legally valid across India under the Information Technology Act, 2000. You do not need to visit any office to get a physical seal or manual signature.

The certificate is also available through DigiLocker once issued, making it accessible as part of your permanent digital document storage.

Fixing the “Digital Signature Not Verified” Error

If the certificate PDF shows a yellow question mark or “Signature Invalid” message when opened in Google Chrome, this does not mean the certificate is invalid. This is a browser display issue, not a certificate validity issue.

Fix: Open the certificate PDF in Adobe Reader (not in Chrome). In Adobe Reader, go to Edit → Preferences → Signatures → Verification → Always. Reopen the certificate in Adobe Reader. The digital signature will now display as verified.

Lok Seva Kendra — Offline Assisted Service

For citizens who are not comfortable applying online independently, the Lok Seva Kendra (Lok Seva Centre) network provides assisted service at physical locations.

All Lok Seva Kendras in Madhya Pradesh are located inside Tehsil offices — not at separate standalone locations. This makes them easy to find in every administrative block of the state.

Services available at Lok Seva Kendra:

  • Income, caste, and domicile certificate applications
  • Application status checking
  • Document uploading and form submission
  • Certificate downloading and printing
  • Social justice pension applications
  • Samagra ID related services (in some centres)
  • RCMS land revenue applications

Fee at Lok Seva Kendra: A nominal operator service fee of ₹20 to ₹50 typically applies for assisted applications at Lok Seva Kendras. This is the operator’s service charge — the government service itself remains free.

What to carry to a Lok Seva Kendra:

  • Aadhaar Card — original and photocopy
  • Samagra ID (9-digit or 8-digit) — note it down before visiting
  • Ration Card — original and photocopy
  • Relevant documents for the specific certificate (income proof, caste proof, address proof as applicable)
  • Passport-size photographs (2 copies)
  • Active mobile number

Finding your nearest Lok Seva Kendra: Visit mpedistrict.gov.in/Public/loksevakendra.aspx for a complete district-wise list of all Lok Seva Kendras in Madhya Pradesh with addresses and contact numbers.

Common Problems and Solutions

Problem 1 — “Samagra ID details not populating”

Check that you are entering the correct Samagra ID format. The Family ID is 9 digits; the individual member ID is 8 digits. Try both. If details still do not appear, your Samagra e-KYC may not be updated. Visit samagra.gov.in and complete e-KYC by linking your Aadhaar.

Problem 2 — “Document upload failing”

Ensure each file is under 500 KB. Use PDF or JPG format only. A blurry or overexposed photograph of a document will be rejected. Use a scanner or a document-scanning mobile app to produce clear, properly cropped images.

Problem 3 — Application pending for more than 7 working days

Call the Lok Seva Guarantee helpline at 181 with your Application Reference Number. This is a legally guaranteed timeline — delay by the Patwari or Tehsildar is grounds for a formal complaint. You can also visit the Tehsil office in person.

Problem 4 — “Digital Signature Not Verified” error on certificate

This is a browser display issue when opening PDFs in Chrome. Install Adobe Reader and open the certificate PDF in Adobe Reader. Go to Edit → Preferences → Signatures → Verification → Always → reopen the file. The digital signature will verify correctly.

Problem 5 — Application Rejected

Log in and navigate to your rejected application. The rejection reason is clearly displayed on the status page. Read it carefully. Common reasons include mismatched name between Aadhaar and application form, unclear document scans, missing self-declaration form, or insufficient income proof. Correct the specific issue and reapply through the same account.

Problem 6 — Forgot Password

Click “Forgot Password” on the login page. An OTP will be sent to your registered mobile number. Enter the OTP and set a new password.

Problem 7 — OTP Not Received During Registration

Check that you are entering the mobile number linked to your Aadhaar. If the number has changed, you may need to visit a Lok Seva Kendra for manually assisted registration. Wait 5 minutes and try “Resend OTP” before concluding the OTP delivery has failed.

Problem 8 — Correction in Issued Certificate

If a certificate has already been issued and contains an error, log in and look for the “Edit/Correction” option for that application. If the certificate is already downloaded and the error is discovered later, a fresh application for correction or re-issuance will be needed — visit the nearest Lok Seva Kendra for assistance.

Tips for a Smooth Application

Update your Samagra e-KYC at samagra.gov.in before starting any certificate application on the MP e-District portal. This single step prevents the most common blocker — Samagra ID details not populating in the application form.

Keep all document scans ready before beginning the form — the portal has a session timeout and partially filled forms may be lost.

Apply at least two to three weeks before any deadline. The Patwari field verification is the most time-consuming step and is outside the citizen’s control.

For scholarship applications requiring multiple certificates (income + caste + domicile), apply for all three simultaneously through separate applications rather than waiting for one to be approved before applying for the next.

The income certificate is valid for 3 years — plan renewals ahead of the expiry if you rely on it for recurring annual scholarships or scheme benefits.

The caste certificate is permanent and lifetime valid. Once obtained, it never needs renewal.

Who Should Use the MP e-District Portal

Students in Madhya Pradesh applying for post-matric scholarships, merit-cum-means scholarships, fee waivers, engineering and medical college admissions, or government employment examinations will need income, caste, and domicile certificates — often all three together. The MP e-District portal is the official and free channel for all of them.

Government Job Applicants for Madhya Pradesh state government positions and central government positions requiring MP domicile will need caste, income, and domicile certificates at various stages. The portal’s digitally signed certificates are accepted across all government departments.

Farmers needing agricultural income certificates for Kisan Credit Card applications, crop insurance, or agricultural subsidy schemes can apply through the portal’s Agricultural Income Certificate service.

Senior Citizens and Families managing property succession, pension continuation after a family member’s death, or legal heir matters will need death certificates and legal heir certificates — accessible through the portal.

Business Applicants requiring solvency certificates for contracts, tenders, or court suretyship can apply online rather than making repeated Tehsil office visits.

Rural Citizens without internet access or digital comfort can use the Lok Seva Kendra inside their nearest Tehsil office for fully assisted applications at a minimal operator fee.

Conclusion

The MP e-District portal at mpedistrict.gov.in represents one of the more substantive e-governance implementations in Madhya Pradesh — not just because the technology works, but because it operates under legal force. The Lok Seva Guarantee Act, 2010 turns the promise of “seven working days” from a government aspiration into a citizen’s legal right. When an officer delays without justification, they face a penalty. That accountability mechanism — rare in Indian public administration — makes the MP e-District system more meaningful than most state portals.

For any Madhya Pradesh resident who needs a government certificate in 2026, the process is clear. Update your Samagra ID e-KYC at samagra.gov.in. Register on mpedistrict.gov.in. Apply online for free. Track status with your Application Reference Number. Download your digitally signed certificate within the legally guaranteed timeframe.

No queue. No commute. No repeated office visits. Just a certificate, delivered as a legal obligation.

Frequently Asked Questions About MP e-District Portal

Q1. What is the official website of the MP e-District portal?

The official website is mpedistrict.gov.in, with the direct homepage URL being mpedistrict.gov.in/MPL/index.aspx. The portal is officially called the Lok Seva Guarantee Portal — “Committed for better delivery of public services” — and is managed by the State Agency for Public Services, Government of Madhya Pradesh, developed by the National Informatics Centre (NIC).

Q2. How many working days does it take to get a certificate from the MP e-District portal?

Under the Madhya Pradesh Lok Seva Guarantee Act, 2010, most Revenue certificates including income, caste, and domicile certificates must be issued within 7 to 15 working days of complete application submission. This is a legal right — not just a target. If the certificate is not issued within the prescribed period, the responsible officer faces a financial penalty.

Q3. Is the MP e-District Citizen Portal free to use?

Yes. Applying through the Citizen Login on mpedistrict.gov.in is completely free of charge for all Revenue certificates. If you visit a Lok Seva Kendra and get assisted by an operator, a nominal service fee of ₹20 to ₹50 may be charged for the operator’s assistance — but the government service itself remains free.

Q4. What is a Samagra ID and why is it needed for MP e-District?

Samagra is Madhya Pradesh’s unique family and citizen registration database at samagra.gov.in. Every MP resident has a 9-digit Family Samagra ID and an 8-digit Individual Member ID. The MP e-District portal uses Samagra ID to verify your name, address, and family details — auto-filling much of your application form. For income certificates, your Samagra e-KYC (Aadhaar linked and verified in Samagra) must be updated before applying. This reduces errors and speeds up the verification process.

Q5. What does “Pending at Patwari” mean in the application status?

“Pending at Patwari” means your application has been forwarded to the Patwari (the rural revenue officer covering your area) for field verification. The Patwari has not yet conducted or submitted their field enquiry report. If this status does not change within 7 working days, visit your Tehsil office with your Application Reference Number and inquire about the Patwari’s visit. Under the Lok Seva Guarantee Act, you have the right to escalate the delay.

Q6. Is the digitally signed certificate from the MP e-District portal legally valid?

Yes. Certificates downloaded from the MP e-District portal carry the Tehsildar’s digital signature, a unique certificate number, and a QR code. Under the Information Technology Act, 2000, digitally signed certificates are legally valid across India. You do not need to visit any office to get a physical seal or manual signature on the downloaded certificate. If the certificate shows a “Digital Signature Not Verified” warning in Chrome, open it in Adobe Reader instead — the certificate itself is fully valid.

Q7. Where are Lok Seva Kendras located in Madhya Pradesh?

All Lok Seva Kendras in Madhya Pradesh are located inside Tehsil offices. To find the complete list with addresses and contact numbers for all districts, visit mpedistrict.gov.in/Public/loksevakendra.aspx.
